The Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA)
allows employees who might otherwise lose their health coverage to continue coverage through their employer’s group plan under certain circumstances. COBRA requires employers to comply with extensive notification requirements, and contains complex election and payment procedures. Employees and other beneficiaries who elect to continue health benefits under COBRA can be charged the full premium amount plus a 2 percent administrative fee.
