Disability Insurance Most California workers covered by Unemployment Insurance are also covered by Disability insurance. The program is financed entirely by covered workers through a payroll tax withheld from their earnings. The contribution is based on a percentage of a workers earnings. The contribution level may vary from year to year depending on the balance in the Disability Fund. Employees of local entities (except workers in district hospitals) are not covered by Disability Insurance unless the employer elects such coverage. Self-employed individuals may elect to be covered by Disability Insurance. Employees of the State or of State-funded institutions of higher education are not covered by regular Disability Insurance.
